I have read and reread the help for this in the documentation and still am baffled as to how to make my homepage scroll to other pages. I have inserted the short code to create the top and bottom arrow links but how do I designate what page to scroll to?

Mainly there are two things that you need to do in order to get a page like that.
First off, you’ll need to make sure that you have selected the right page template. Take a look at your Page attributes (next to the page editor) and select “FullScreen Page Template”. That is the one that supports this type of navigation.
Secondly, your page needs to have the proper shortcode-structure. Basically what you’r looking to do is to wrap the tds-section shortcode around all your pices that you wich to show as a seperate “page” that one would scroll to using the arrows.
This shortcode can contain several parameters:
[tds-section fullscreen id="features" background="#FFFFFF" textcolor="#000000" parallax="false" backgroundimageurl="http://theme-dutch.com/presents/mowo/wp-content/uploads/2014/04/interieur01.jpg" ] [/tds-section]I’ll specifically point out the “ID” feature. I’d suggest adding an ID to all the pages, especially if you wish to allow some sort of navigating towards the different sections of your page through a menu or button anywhere on the site. Adding an ID will expand the URL and give you a way to link to that specific section of the page. (see what happens to the URL as you navigate through the sections on http://theme-dutch.com/presents/mowo/).
I hope that helps,
Kind regards,
